2. If they didn't spend it, they'd have to pay it back.

3. If they paid it back, then those who disburse the funds would think they'd overbid.

Thats the fucking retarded mentality at work at present "Oh we've got to spend some money, what can we buy"

Ridiculous suggestions so far have included...

Second monitors for those who want them
Wireless routers for one of the floors (as far as I can tell a wireless network already exists throughout the building!)
Desktop scanners, despite the existence of two "industrial" networked photocopiers that have scanning/emailing functionality.

...and the biggest ill thought out one so far...

iPads for saving on paper in meetings! (As Jasper pointed out, £395 buys a LOT of paper & pens). There are already several laptops for use with projectors that work perfectly fine.

It's already effectively legal in Colorado and California where anyone apparently can get a prescription for medical weed. "Oh Doctor I've got this back pain - Here you go sir, go and get stoned" is pretty much all you have to do.
