Sounds like it's just another mechanism to bollock the people who have done a little wrong, but are generally good people who pay the taxes, without stoping any serious criminals.  Maybe.

There's probably nothing stopping you driving a foreign car with a foreign plate and European insurance though.  Might be cheaper...

great news :roll:  time to move somewhere remote, where it's not going to be illegal to enjoy driving.

On the subject, is the reason those road angel things are dropping in £ because they're soon to be made illegal? or is that bollox

Not being allowed to enjoy driving is the should be the least of your concerns. The extension of police state powers is a tad more concerning I believe. ID cards, all vehicle movements database, and the incoming potential proposals to develop better facial recognition systems to allow cctv to id people, all add up to mean that the relationship between individual and state will change for the worse. Eg. If you are doing something the state has decided it doesn't like, you are fucked. How about if the government had got its way last week and the police were allowed to detain people for 90 days without having to explain why? Major fuckage.
