From what i can gather from my 30 second browse in WHS, it is mentioned in the "forthcoming "attractions"" (and I use the word loosely), so i assume she is onboard for issue one. Talk about killing it before it's born.

I took it to be a joke - i.e. its the last issue so they can write any bollox they want in the 'next issue section.
Birtles has previous on this - High used to be about 30% 'funnies' in the early nineties. Some of it was even funny. And there was the recent issue with the sole cover headlines "killer cat at gogarth/ dog dies on everest"
