Shared repair costs for a leasehold flat

We are leaseholders of a flat in a two flat house. Freeholders are Camden Council. The tenants of the other flat have been complaining of damp in one of the rooms for more than two years. Camden have finally got their ass in gear and have recently had the place surveyed. The cost of the work will be ~£9000 and we are liable for half this.

According to the tenants the damp has been deteriorating over the last two years to the point where they have just had to be rehoused. Our contention is the cost of the work has been inflated by Camden's delay and incompetence. Anyone had any experience in dealing with this kind of issue or suggestion of where to seek help?
