what can i use to turn avi's, mpegs etc into dvd's?
plus have a .bin file that won't play, how do i get round this?

If you also have a cue file with a bin, you can mount it as a virtual directory using Daemon Tools, that will prevent you from having to burn it, which is the other option.  You can use Nero, etc to burn it.  A bin is a binary image, most of the time.  You should be able to find a player that can play bins, try the cross platform mplayer.

Puttin mpegs onto DVD that will play in DVD player is probably a little tricksome, but you can always burn them as a VCD on a CD which plays on a lot of DVDs, or just get an xbox hack it, connect it to your PC and stream it onto your tv.   :

Things like IsoBuster / WinIso can read and extract parts from .bin files too.
