Yes, google appinventor that was taken over my MIT although the apps it makes aren't lightweight as they obviously require some behind the scenes framework.

It is programming but not as you know it, its more like constructing a flow diagram.

Contact him directly, I believe he worked with whoever it is wrote the North Wales guide to get that up and running rather than having a framework for individuals to use on their own.

hi, the platform isn't open to the public as in 'crowd-sourced free-for-all' but anyone, or group of people, who want to author an guidebook/topo app can do so via the database and turn their content into an app.
