Good lord. Sounds horribly over-produced/processed to me. It's a shame because Lewis can actually sing - but even given that... why? It's worthless compared to Johnny Cash's heart-rending version so why even bother?
No you just need to obtain a 'Mechanical License' for whatever country you intend to release it in; from MCPS in the UK, and Harry Fox in the US. If you can be bothered registering on the Fox site you can see online how much it would cost you to release your own version of Hurt based on the amount of copies you release.
