Yeah, I was trying to think of a climbing analogy but gave up. Modern british climbing all seems a bit arbitrary in comparison.

To be honest, they've got a point here. I you're developing public policy it makes sense to have lots of discussion *within the department* about the possible negative effects of your policy. The argument against making these discussions public is that if ministers are afraid these documents will later be used against them, then govt departments have an incentive to avoid thinking about, or discussing, unwanted side effects of their policies. This is hardly going to lead to well discussed policies etc. it's exactly the same rationale which justifies collective responsibility for the cabinet.

Not that I agree with the reforms at all, but I don't want to encourage ministers to avoid thinking about the negative aspects of their shiny new policy, for fear of being beaten around the head with their discussions later on...

What's almost as bad as the people being forced to work for no pay is that we're actually funding it through the benefits system. So instead of Tesco et al paying people to do work for them (and the people paying tax), we're paying them and Tesco etc get free labour.

How is this in any way good for anyone apart from the (already massively profitable) companies involved? How has it come to this?
