Quite why they are referring to them as "deals" I'm not sure, UK law states what tax should be paid, it should then be paid, not a "deal" made around it.  :shrug:

When I read it I thought he was being blasé rather than arrogant but life would be boring if everyone interpreted everything the same (or was it the particular choice of vino that was arrogant?).  :tease:
