Great example of why everyone, and particularly government bodies, including schools, hospitals, councils etc. should adopt open formats for all files/documents they produce so people aren't forced into buying proprietary software just to do their job or interact with the government.

I know full well though that its a case of

One thing piracy has gotten right...making it easier to open some of these ridiculous formats by getting the software online.
