I bet it doesn't to the vast majority of UKB users. In general website terms I think it looks utter toss. All they need to add is a scrolling banner and it'd be the perfect combinations of flashing, twirling, blinking etc.

It's flashy, and not particularly tasteful, but I would say it's probably fit for it's purpose.
