seems to be a pole on the riders helmet, you can see the shadow from it on the left grass verge just before it changes to the blue bike, possibly has a fixed range of movement, he tilts his head a little and it swings left to right 150 degrees or so

You can see in the shadow; the camera is on a beam sticking off the top of his helmet - which has been conveniently cropped from the top of the shot.
