Spanner Wall- Running Hill Pits

Visited here for the first time today and I noticed that the spanner has broken off and the top section of it has been put back. Does anyone know if this is ornamental or if it's been fixed in place again?

Also, do we know how a fucking huge spanner came to be sticking out of a quarried grit wall? I'd always assumed it was wedged in a crack but looking at pictures again it seems it was cemented into a flat ledge?  :-\

Been welded back in place according to Martin Kocsis in an old post on the other channel.  I've not been up there for years so can't vouch for this.  Apparently it may originally have been a prop of some sort from quarrying.
