Sounds amazing. Can't help but notice the irony of "an outdoor area for summer bouldering" in Manchester though.
There is nothing on the planning portals about change of use so it's probably safe to assume the building is already being used for leisure.

Went yesterday, very impressive. Loads of space, big walls, cool angles, some amazing new holds and despite being very busy there was no queues for problems. Gripes? More locker space would be nice, but apart from that, about as close to perfection as I've seen in a bouldering wall. Well done Mr Dunning et al.
Re traffic - worth remembering that if Man U are playing at home (as they were yesterday) there will be 70000 people coming and going from near the area for 60-90 min before and after the game...
