Not sure what they used to do the routes layer, but I suspect they used Gigapan hardware and software

I'd suggest stitching the shot together to create a massive file, then buy zoomify ($19) to display it.

I had a quick play with this http://www.bartlett.ucl.ac.uk/casa/latest/software/gmap-image-cutter seems to work very well. Ultimately I would like to add a layer with lines so that they are the same size when you zoom in and out but I reckon this might be non-trivial.
