Does this restriction lifting apply to the diamond only?

Are the cliffs beyond still banned?

It only applies to the Diamond. The West buttress / Detritus / Atlanta / Great Zawn / Allotment are all still restricted until August 15th.

I abbed down the Wall of Evening light wall this evening to try to remove a load of old ropes left on Rhinestone Cowboy (failed). Cliff was in mint conditon with the squally winds.
