Heard of a builder in central london get out of van in a central london, calmly open the back of van take out his stihl petrol driven grinder , start it up and calmly in the middle of the day cut the meter for the parking space off at its base and then lob the remaining piece into the bak of his van....no one said a word or reported him!!
