Yes, it's a legwarmer and wellies combo, one I favour when it might be a bit muddy, I find it to be just the right combination of practical yet stylish. 

It's not a patch on the neo-rave, care in the community look I was sporting the following day though, that was really 'special'.

They are the coolest (and cheapest) wellies ever, they come with a special childlike behaviour gene which means you have to jump in puddles and mud while wearing them.
