Perhaps - I've no idea of the proper uses of a JR, and they do seem a little precious - but I can't see why civil partnerships shouldn't be much more widely available. In any case they are an anomaly following the legalisation of gay marriage.

A JR is to correct the failing of an arm of the state (or what would be an arm of the state if the existing body did not exist i.e GMC or SRA / Bar Council etc) and an underlying principle is that you need to have suffered a detriment.

Absolutely. I'd have had a civil partnership over marriage... Still religious connotations/links in a registry office wedding... I think it's a poorly thought out law/rule.. Gender should not be an issue whatever way...
