Somewhat discriminatory

Surely there is already a fine for dropping litter in place, a cigarette butt constitutes litter, why the need to introduce a new by-law then?  Presumably these 10 "wardens" will also be looking out for people dropping sweet wrappers, crisp packets, chewing gum etc. :shrug:
