Following the advice on here, we didn't pay up.  We wrote to them, saying that X was not the driver and asking them to prove it, also stating that we didn't think their claim was enforceable (basically what Sloper said).  We got a rambly letter back which didn't answer any of our questions or address any of our comments.  This was followed by a number of "we're going to take you to court" type letters on varying colours of paper, but they seem to have given up now.  We've not heard anything for a couple of months. 
Thanks again for the advice  - and if anyone else gets fined DO NOT PAY!!

Send the fuckers a bill for your time, say £85 discounted to £35 if paid within 14 days, plus a request that they confirm that they haven't retained your personal data and so on.

I just got one for the car park in headingley, above the arndale. it' says i've ignored the original issuing but there was no ticket on my car when i returned to it on the date given on the letter. i'm going to write a letter asking them to explain how i'm to pay a fine when i didn't even know i had one, and what the fine was for, since i was parked in a bay. can they force me to pay it in any way?

Is the premise of rejecting the fine because you bought a ticket?  That a ticked wasn't required, etc etc

no, they say they issued a parking ticket but they never did. the car park is free and so buying a ticket isn't required.
